Where can I get a really good photo editing program for free?
I want to be able to do like the color enhancement where you for instence turn everything to black and white but your eyes or your shirt.

Picnik. You can do almost anything on that site; add text, change to black and white, sepia, etc., add graphics, and so on.

If you go on google and type in download photo shop then click on anyone that comes up you have a 60 day trial, and then you can buy it but you get 60 days to use it and it’s really easy to use.

Get GIMP

it is almost as good as photoshop
and tis free!!!!!!! you can edit just about everything with it.
Does take much memory and runs fast for a download.

The GIMP can do all of that, but remember because it is a powerful photo editing program it does take time to learn how to use it.

Selective Colorization
Make a duplicate copy of the original picture and turn one of them black and white; Make sure the dominate picture is the black and white one. Now add a layer mask to the back and white one (White (full opacity)) and use the paint brush tool to paint whatever it is that you want to keep color on.

picasa3 by google can do some weird b & w effect where only one circle part is colour and rest is b & w but it can only do it on 1 thing tho
but it’s free and by google?
oh but when you save edited pics just ’save as’ (as u wud) but when u’ve saved make sure u click the undo button underneath all the effects over and over til u’ve undone ur effects (so that the original pic is bk to normal)
and dont delete pics on picasa cos i think it deletes em from ur comp altogether
but as long as u know that it’s fine, and a good editing program and free!
it’s also good for editing brightness and shadows, try it

The GIMP is a high level program which you could use.
As close to Photoshop as you can get with a free app.
The downside is it can be difficult to learn but if you have the patience it will do what you want.

Those are good suggestions, The Gimp in particular. On my Windows systems I use Paint .NET though. It’s a great piece of software with a better interface than The Gimp.

These are all good answers but in my opinion the best option is Screen Dash. It allows you to capture anything that you want on your screen or upload an image, add paint effects such as draw, paint, shapes, add photo effects like black and white, invert, brightness, and then you can save and upload the image instantly to the web.
Using the photo editing functions you can select specific areas that you want to make changes. So you could select everything but your eyes or your shirt!
